Nickname: “The Boss”, by some of the Shinra employees.

Species: Human
Position: Lawful Evil. Rufus Shinra is (or, better sayin, was) the President of Shinra Inc. in Gaia. Even if the organization (and World) doesn’t exist anymore, Rufus is still a dominative, ruthless person with a lust for power and control.
Powers/Abilities/Techniques/Skills: As head of Shinra Inc, Rufus rarely had to fight his own battles. However, this doesn’t mean that Rufus didn’t learn how to fight. As the President of Shinra, Rufus had acess to pretty much any materia he wanted, all of them top-level. However, Rufus didn’t really had time to prepare on the destruction of his world. Rufus currently carries with him one Fire, one Ice, one Lightning and one Barrier materia, all of them with their full potential unlocked (Meaning he have acess to all their spells on max power, like Fire 3, Ice3, Bolt3 and Wall). All of his Materias are placed in his shotgun. So, if Rufus drop his gun for any reason, he loses acess to his spells. Also, Rufus obviously can’t go trigger-happy with his spells – they have a cooldown togheter with their MP cost, a cooldown that is larger depending on the level of the spell.
The spells are as follow:
- Fire: A basic spell of the Fire element, the Fire Spell is a long-range magic. Rufus fires - from his weapon or from his hand - a fireball that goes against the enemy in straight line and explodes upon impact. It have three "levels": Fire, Fire 2 e Fire 3, sometimes also called Fire, Fira and Firaga. Each level increase the size of the fireball, the intensity of the explosion and, obviously, the cost of the magic. (Fire: the size of a tennis ball, small explosion. Fire 2: Size of a Soccer ball, reasonable explosion. Fire 3: Size of a regular window, powerful explosion)
- Ice: The Ice Spell is also a long-range, ice elemental magic, and a basic spell. It launches a projectile against the enemy in the shape of a cristal or a snowflake. It shatters upon impact and it's damage is mostly "concussive", as well as a small freezing in the affected area. As well as Fire, it have three levels, Ice, Ice 2 ou Ice 3 (Or Blizzard, Blizara and Blizagga). As the level rises, so does the size of the projectile, the damage, the freezing effect and, of course, the cost of the magic. (Ice: the size of a tennis ball, almost no freezing. Ice 2: Size of a Soccer ball, medium freezing, mostly leaving the area a bit harder to move. Ice 3: Size of a regular window, can immobilize the affected area of the body)
- Bolt: Bolt is a basic, long-range, thunder-elemental spell. When used, a lightning fall from the sky, hitting a determinated spot. As well as the two above, Bolt have three levels, Bolt, Bolt 2 and Bolt 3 (Or Thunder, Thundara and Thundaga). The level doesn't affect the size of the lightning, but their power and how many of them fall successively against the target, as well as the cost of the spell (Bolt: 1 lightning, small damage. Bolt 2: 2 lightnings in slow succession, medium damage. Bolt 3: 4 lightnings in a row, quick succession, good damage). Bolt is a bit weaker than Ice and Fire (unless the enemy have Elemental Weakness to Lightning), but is quicker and more precise.
- Barrier: A protective spell. The Barrier Materia contains Barrier, MBarrier, Reflect and Wall, all in one. Barrier is a physical defense spell that protects the user against physical attacks. MBarrier is the opposite - a MAGIC protection barrier that protects against enemy magic attacks. Reflect actually reflects the spell to the enemy, making he suffer his own fire, and the Wall spell puts Rufus under Barrier and MBarrier at once - a quickier way to get protected, but with heavy cost, as it is more magic-expensive than Barrier and MBarrier combined. Barrier Spells don't have levels and don't leave Rufus immune to the strikes, only lightens the damage (with excession of Reflect, of course, that rediretionates magic strikes).
Rufus doesn’t have any other real power. He is in good physical shape, wich means he can do all kinds of tricks and maneuvers on the battlefield, with good atlethicism. He’s also a skilled marksman, pretty good at hooting with his shotgun.
Weapon/Items: Rufus’ weapon of choice is an shotgun that Rufus wields with only one hand. It have strong firepower and medium range. His shotgun is also where his Materias are equipped, granting him magic power. It can shoot 4 times, and then need to be reloaded.
Picture:Appearance: Rufus is a man, on the age of 24, tall and with blond and always perfectly-tidy hair. Many girls would say that he is quite a handsome man, and that wouldn’t really be a lie. As clothes, he wears a white business suit, with a matching jacket and pants, always white and clean, and a black shirt under all. It’s a pompous look, fit of a business man of the intelect of Rufus Shinra. A simple pair of brown shoes gives it the finishing touch.
Personality: Rufus Shinra is a cold man. Not really
evil, but with no respect or care for anyone beyond himself and those related to his goals, and with even less scruples. Anything is fair game to get a goal accomplished, a philosphy worthy of Machiavelli. Humans are tools to control and use in the eyes of the Shinra Inc President. The other dominant trait in Rufus’ personallity is his ambition. Rufus wishes (and is used to) rule above everything and every person’s life, using his Shinra Inc. for that. Not in a megalomaniacal, carttonish-villain way of conquering and destroying, but in a subtle, refined way of controlling people’s minds with the comodities of Mako and Materia life. Also, a bit of fear and military power doesn’t hurt anyone. Rufus’ lust for power is, actually, more of his way to protect order than a simple desire – Rufus’ sees as if only he was competent enough to rule over others to ensure peace and order. Now in this new world, Rufus seeks to rebuild the empire he once had in Gaia, and will do anything to do it. Rufus is known for “never been seen bleeding or crying”.

Rufus Shinra’s ambition goes way back in time, and it was arround here that the future President of Shinra Inc showed his true colors. Rufus acted as an spy for the eco-terrorist group AVALANCHE, giving them resources and intel they needed. Far from doing that for the good of the Planet, Rufus was actually trying to use AVALANCHE as a tool to take his father out of power so he could reign on Shinra. His plan, however, backfired when he was discovered by the Turks. His father merely put him in House Arrest on Junon.
Final Fantasy VII

Year later, Sephiroth attacked the Shinra HQ, killing mostly everyone in the building, including the Shinra President, Rufus’ father. Instead of anger, Rufus showed joy, immediatly taking command of Shinra Inc.
Once in command of the company, Rufus sent the Turks on a mission to go after Cloud and his crew, while Rufus’ himself, using Shinra resources and forces, decided to track Sephiroth, as he could become a menace, as well as search for the Promised Land, a place where it was believed to have an abundance of Mako energy. His pursuit led him to Rocket Town, to borrow the Tiny Bronco from Cid Highwind. His plans, however, were once again frustrated by Cloud Strife and friends. Nonethless, Rufus kept going after Sephiroth, tracking him at the North Crater. Rufus went there with many other Shinra employees, wich included Shinra cientist Hojo. The Shinras, Rufus included, believed the North Crater to be the Promised Land, but were forced to flee with the awakening of the Weapons. With Meteor falling and the Weapons going rampage on the world, the population started to grow discontent and angry. To calm popular protests, Shinra captured AVALANCHE members Tifa Lockhart and Barret Wallace, intending to publicly execute them on Junon. Sapphire Weapon, however, attacked the city, giving the prisioners a way to escape in the ensuring confusion. Even then, the President survived, and decided to move the Sister Ray canon from Junon to Midgard, in order to use it to destroy Diamond Weapon – that was going for Midgard as well - and the barrier on North Crater.
And the plan succeded – partially. Diamond Weapon was destroyed by the Sister Cannon after being halted by Cloud ans his allies. The North Crater’s barrier was also destroyed. Before dying, however, the Weapon launched it’s own attack on Midgard. One of the blast hit Shinra’s building, and everyone tought Rufus was killed. In truth, Rufus used an secret escape tunnel built by his father, and survived with only minor injuries.
Final Fantasy VII: Advent Children

Two years after the events regarding Sephiroth, Rufus was still “dead” for most people. In truth, he was alive, living on Healen Lodge under the Turks protection. Rufus had contracted the letal Geostigma, and appeared to be in the final stages of the disease. The near-death experience with Diamond Weapon made a change in the Shinra ex-president, and he seeked redemption, looking to undo the chaos from Shinra. However, his obession with dominance still played a part in his plans: He built the city of Edge for the good of the Planet, using Shinra’s funds, but also placed a monument in the center of the city to remind everyone that it was Shinra who did that, and it was Shinra who still ruled upon them – with or without their knowledge.
However, Rufus was a changed person, and was vital in securing Jenova’s head from the hands of Kadaj and his crew, going as far as fighting Kadaj himself to protect it, revealing that he wasn’t in terminal state (even if it still had the Geostigma). In the end, Rufus was cured of the disease, along with the rest of the Planet habitants.
World Destiny

In the end, however, none of this mattered. The Heartless arose, and destroyed Gaia. Rufus led the World Regenesis Organization forces against them, but it was all in vain. However, the President somehow survived the world’s ending, waking up in a new world called Radiant Garden. Now, in a new world, Rufus realized that all his “redemption” chase was futhless. He would not continue it. It was time for him to go back to his older self. It was time to become President Rufus Shinra once again. Living discretly in the new world – for now – Rufus thinks in a way to rebuild the Shinra empire in Radiant Garden. While living there, he learnt that Cloud and others Avalanche members survived and lives there, but had not make contact yet. Rufus ponders if any of the Turks survived, and wishes to look for them.
Role Playing Sample:And there he was, facing Hell on Earth. Rufus Shinra observed inside his private airship, as the world burned below him. There were creature crawling down there. Small, dark creatures with glowing yellow eyes, crawling arround and destroying everything that was alive. Rufus observed them with disgust. These creatures were destroying everything he spent years trying to rebuild! Dammed creatures!
But he couldn't lose control. The world needed the cold, calculating Rufus now, and, more than everything, the world needed the World Regenesis Organization to protect them - and someone to lead them. So, quickly controlling himself, Rufus picked up his Cellphone. He quickly dialed Reeve's number.
"Reeve, it's me. I think you have already seen the news."
"Yes, Rufus" Replied Reeve. Not "sir", as Rufus wasn't the Shinra president anymore. It was still Rufus who controlled things in the background, however. "WRO's troops are already on the field in Edge"
"Good, but Edge is not the only city in the Planet. I'm going to fight in Junon." Replied Rufus. A brief silence followed. Rufus smiled. It's been a while he haven't shot his shotgun and fought the good fight. It would be a good moment to return to the good old days. Rufus felt nostalgic for the times he was still Rufus Shinra from the Shinra Inc, fighting Avalanche and Sephiroth. Oh well... these times weren't coming back, so it was better to focus on the matter at hand. "Send some troops to give me support. And send some scouts to Nibbleheim, Rocket Town, North Correl and Wutai. Let's see how far this infestation has spread. Gather any intel possible. If those places are under attack, i want reinforcments there ASAP. Also, any sign of Avalanche?"
"Yes, some members have been seen on the streets of Edge."
"Good. Now, move out!" Saying that he finished the call. Rufus sighed, while dialing one more number. "Tseng?" He asked. a familliar voice answered.
"Sir"
"Gather The Turks. Meet me at Junon. If we're going down, we're going down fighting."
"Yes, sir." With that, this call was also finished. Well, that was it for plans and strategies. Rufus slowly stood up, as the airship floated above Junon. Rufus picked up his shotgun, examining it. Everything was fine and the Materia was in place.
He smiled, grabbed a parachute, and jumped. It was time to go down fighting. While hovering in the air, the nostalgia came back. This time, Rufus allowed himself to be silly. It might as well be his last chance. "FOR SHINRA!!".
Questions/Comments/Suggestions? I decided to do a more “villain” Rufus like in Final Fantasy VII, instead of taking the approach of Dirge of Cerberus and Advent Children of “Guilty guy looking for redemption”. Anyways, as stated, even these hint that Rufus still is a megalomaniacal jerk, just with “nobler” intentions.
