In CoM, there were several instances that Namine spoke of taking apart the memories/putting them back together inside of Sora's heart and the hearts of those connected to his. This implies that the memories reside in the heart, right? If so, then why do Nobodies have memories, except in special instances? I might have missed something they said in-game, so sorry if it was obvious xD

o3o Nobodies = Mind (will) + body ...I'm sure the body includes the brain...where memories would be << >> if we get all scientifiy. XD With that make-up I'm sure it's understood that they will be intelligent enough >> to have and store memories.

I dunno...I know there's muscle memory...but I think it's something else, cause in BBS wasn't it Terra's mind that controlled his empty armor? Cause Xeahnort also said that as well...I think...I dunno...I think Nobodies are more complex than we thought <<
It's a plot hole. Plain and simple. There are a handful of those after the first game.
I like to fill it in by imagining that it's actually a false statement that Nobodies have no Hearts or emotions at all. They have Hearts, they're just not inside their bodies. They still respond emotionally to things (every single Nobody showed emotion in some form) and still have memories (or else they could not have any established personality), but they have a severe sense of disconnect and emptiness. It's a little bit like the concept in The Golden Compass, where the daemon represents a part of each person which is physically outside of them. The connection can be severed, and the result is painful.
This is Lint's head canon. It helps her sleep at night.

It's not much of a plot hole
a.) The Mind is easily interchangeable for the Will and Soul it's not to be confused with...ze brain.
(It's interchangeable, because KH tends to run on the concept of trinities) heart, soul (mind), body heartless, nobody, unverse Pretty much a chunk of any 'being's of KH rests with a portion of the trinity.
b.) Also Nobodies are defined to lack hearts, but have memories. It's just highly rare for them NOT to have memories which canon wise...only been Roxas. With their memories Nobodies are inept...to 'remember' what it means to have emotions, so their emotional moments...are mere acts ...excluding Roxas (which could be explained by him...actually having a heart, Ventus) and Namine (who is an anomaly altogehter...and by thus should never be compared to.)
o-o In the end, I take it the series are proclaiming that Memory is important to a person's individuality and who they are. It's not a light-scenario to have someone go without it...you'll essentially be nothing. With that...memory lives in every aspect of the person...whether it be...a heartless (even if it can be lost in the deep crevases of its darkness) nobody...or a strong-willed soul, who O.o was pretty damn adament and determined to continue on in another medium.
-3- So chaa...not much of a plot hole. It's actually quite simple...'everything holds it's memory for the individual -3- can be a stable character' -3- unless you're special little Roxas, who shall always be a special-case.
Except, there are no real trinities to speak of. Soul/mind are nonconcepts, though the soul is more akin to the Heart and the mind is more to the body. Likewise though there are Heartless and Nobodies, Unversed are entirely different, completely seperate, and in no way tied to the other two except as a collective of creatures you fight hordes of.

Master Xehanort overtook his body and overpowered his Heart. The Lingering Will was created by his discarded emotions in the wake of his fight with his former teacher. Hence the name "Lingering" Will.
To answer the OP's question, Namine controls the ties of emotions to Sora and those connected to him. They are his memories. They are connected to others through his Heart. In that, his Heart is like a satellite array. Memories to his Heart, his Heart to everyone he is connected to.
Nobodies maintain memories, though over time, the everyday Nobody, including some members of the Organization, lose those memories, as they fade away into the past and become hollow, forgettable brainvisions on account of the loss of emotions and the passing of time. Saix is an example of this, though it's also possible that stronger ties to Xemnas replaced those with Axel and his loyalties shifted along with it, though Axel seems to imply that there is more to it than a simply falling out, and that Saix is indeed much different than he was when they were young friends, and even conspirators against Xemnas in their early days in the Ogranization.
Emotions in a Nobody are either nonexistant though mimicked such as Luxord's shock as Sora escaped his house of cards or Demyx's cries of fear or various grunts and cries of pain throughout the series (as in the game), or ARE actually possessed but their lack of a Heart causes them to experience uncertainty in reaction to them (as in the manga).

Just to clarify...your first comment is more of a matter of opinion and belief...rather than canon material. I'll leave it at that to not pull a complete all around tangent.
It's more canon than yours is, really. I'm pretty sure either Nomura, or even Yen Sid in game, said as much about the body/soul. The Heart/will connection is pretty blatant. As for the Nobody/Heartless/Unversed... well, the latter is stated in-game and out to be unrelated to the first too.

Nobodies are born when a Heart is swallowed by darkness and becomes a Heartless. They are the remaining parts left behind by the heart: the body, giving a Nobody form, and the soul, giving the Nobody life.

Interesting point, I must say. Maybe the Heart also resides in the Memories? I've always believed that there's a certain amount of the Heart, however large or small, within the Memories, and that the memories have just as much precedence as the Heart does... If not more. Just reflecting on my own life, I've seen how when I reflect on a memory, I still feel how strongly my heart is connected to that memory.
And honestly, some of the most tender parts of my Heart are in my Memories. In fact, I dare say that without Memories, Hearts are (generally speaking), not as profound.
Perhaps it's a matter of looking at which takes precedence. Or perhaps I might have it in reverse, but this is what I've always understood through the message of the amazing games. Maybe I'm totally off, but an interesting though.
The Heart is composed of a chain, kind of a chain that is built onto the Heart as a person lives. It is their chain of memories, and memories are held very close to a Heart. So close to a Heart that if that chain is broken, it could easily destroy their Heart.
There are rare, very rare cases in which a synthetic Heart, through these chain of memories, can replace the Heart in a being as a full Heart, just man-made. Whether it has any side-effects Nomura hasn't stated, but he has shown it in two beings: Xion and Riku, Xion being the first, and Riku's Replica being the second. Both of these beings were puppets with synthetic Hearts, but their chains developed a dead being into a fully-formed Heart, with all its pro's, con's, and emotions.
Nomura has also commented on Axel having certain "developments" through his actions with Roxas.
So we can easily see how simple a Heart is, despite its complicated nature, and how unique it in in the fact that it can be recreated or even regained. Hearts can travel from their original bodies, like Xehanort's AND Eraqus's (yes, it's confirmed that Eraqus' is also inside Terra). Like Kairi's, and Xion's (except hers combined with Roxas's).
