Nightfall: Chapter 2
Two years after the events of Dream Drop Distance, the Darkness became so great that it swallowed the worlds, locking them away within its merciless abyss.
Twilight Town, now covered in eternal night, stands as one of last Sanctuaries of Light. It is where players begin their journey.
Ever resourceful, the Moogles have created a safe place for refugees. They have charged the Denizens of Light with finding Castle Oblivion: it holds a key to the puzzle of the lost worlds.
But within the dark shadows of the sanctuary world a powerful dark force still looms, waiting to strike. Each survivor must choose whether to go to Castle Oblivion or stay behind to protect the world from the dragon that lurks in the shadows.
One last question for my character creation. Am I allowed to create a city/world specifically for my character, or must I choose one from some list? I ask this because it will greatly affect a character I wish to create within these forums
Hmm, actually, before I start. What are the limits on power? I have read threads on character creation limits, but was not fully sure on this subject. Like, could a character have both Light and Darkness?

There's nothing that really limits what element your spells and abilities would be, other than restrictions you might apply to your character yourself. For the most part we buy new materia to get new elements and you could of course have contradicting elements. The passives (here) don't have anything that is a mix between two or more, but they don't somehow stop you from learning more. Your character's passive might not even be dark or light!
Right now healing spells and such are less effective because things are dark and spooky and broken. A question of my own: is light currently a weaker element as well, with dark being "stronger"?
Regardless of how strong you write them, we tend to balance things out as best as possible whenever something of story importance comes out. We don't care if you think your character can one-shot everything; you'll be relegated to approximately the same strength as all the other heavy hitters around ya.
If you're looking for a good rubric for what constitutes a character that lines up with our overall "power cap," then I suggest checking out Jin,Era, and Max to start out with.
Basically, if you think your character could beat any of them especially Jin without taking an equally bad pounding, then you should probably tone it down a little.
Marmadue is only half correct when it comes to magic. Right now, the magical abilities of characters aligned with the Light are considered to be weakened by the overabundance of Darkness in the Nightfall. Similarly, characters aligned with the Darkness have seen their magical abilities enhanced. There's not set number or rubric to go off of for this. It's just for flavor's sake.
To get more into your example - using both would likely be allowed, but you'd of course have to convince us your character doesn't lean too far in one direction or the other in the bio. Not many people can pull that off very well. The only example that springs to mind is Riku, and that was after a long, hard struggle.
To get to the gist of it, just don't let us catch you thinking you're the best or we're gonna make you earn the title. And, to put it bluntly, you probably won't.
