In a cataclysm known as the Nightfall, the worlds were almost completely destroyed by a harrowing surge of darkness.
In the shadows of the ensuing chaos a new group has taken shape. Led by an Aegyl named Kalos, the 11th Hour touts an esoteric knowledge of how to combat the darkness and restore the worlds. They might be the worlds’ best chance at survival; but nobody really knows enough about them to confirm or deny their claims.
On the brink of collapse, the universe holds its breath in anticipation. Of restoration? Of destruction? It is up to individuals like yourself to decide.

NPCs, in every game, are inevitable. We have some already - made by both players and canon. They're brought up in one thread, and then there - another thread may have them mentioned, or not.
The point is that we need some way of regulating them, and keeping track. Both world mods and other players alike.
My proposal is this:
We create a board solely for the registration and reference of NPCs.
First, this gives us more characters to flesh out the worlds without having to take up a slot to do so. NPCs are permitted to be used by anyone, but have a set personality and appearance. They can be affected or killed, and unlike with PCs, do not need permission beforehand.
Those that created them do not have reign over who uses them, but can have some say if an NPC was made to break complete character (such as a very sweet and gentle person going on a maddened rampage.)
They can also be adopted as actual characters with permission from the creator and some provided RP samples.
These would have to be accepted like any other character. Non-mods would have a limit of NPCs they could make, but this can be extended with specific permission from moderators.

The permission thing should still be set. Sure, it would make it harder for some things to occur, but if you think about it, someone's trusted confidant who resides at a house most of the day and is, say, confined to a wheelchair could be killed, leaving that person's character out of one who fills that role. And for some, it's less than desirable. Eh... Worded weird, but I'm feeling a bit sick. Still, permission should be needed.
Perhaps a list of generic NPCs with no ties to characters in the worlds?
