Edit: In response to Raidou, not to make this post more long-winded, but I feel it's worth mentioning that Uber Xemnas could've just bound Sephiroth using the same attack he used to restrain Sora. Without an ally to free him, Sephiroth would TECHNICALLY even lose in gameplay. ^^;; Just throwing in my two cents on that front.
And I think it's worth mentioning too that Sephiroth can teleport out of the bounding trick or simply overpower it with sheer strength.
so since sora had separated from roxas by the time he faced ansem does that mean sora owned ansem without being at full power (not to mention all the enemies at castle oblivion)

Well, Sora has shown the ability to teleport or, at least, move sufficiently fast that he might as well be teleporting (Warp Snipe). And, if Sora was unable to beat it through sheer force, I doubt Sephiroth would be capable of doing the same. Remember, Sora plainly defeated Sephiroth in Kingdom Hearts 1, and in their second fight, Sephiroth backed down from the battle even though he was the one who started it. There's no way he'd be able to break free from strength alone. Hell, with all the feats of raw power Sora performs towards the end of KH2, I'd put him at least on par with the Sephiroth we saw in Final Fantasy VII: Advent Children.

I'm actually not sure whether or not that's the case. It may be, but we haven't received any confirmation that Sora necessarily got weaker after Roxas separated from him. Then again, he DID pull off his most impressive feats (destroying buildings, deflecting all of Uber Xemnas's lasers, defeating Base Xemnas one-on-one) after Roxas was absorbed into him. So you could definitely argue that either point is valid, but I'm afraid I couldn't give you a definite answer.
As for Castle Oblivion, I always considered that to be a unique case. Sora was fighting in a completely different way in Castle Oblivion (namely, with cards), so I don't know if any of the characters fought there were really consistent with their power levels outside of the Castle. However, what probably IS worth mentioning is that, mentally speaking, Sora was severely messed up during his stay in Castle Oblivion. His mind was being ripped to slowly ripped to shreds without him knowing until the very end of the game, so you could definitely say that he was working under a handicap during Chain of Memories. I probably wouldn't be able to operate at 100% efficiency under those circumstances, anyway.
For the record, Maleficent's power level is not that far behind Ansem's or Xemnas's. Her only REAL drawback was ignorance and not being a nobody. To control Heartless, you only need a strong heart, which she has. To control nobodies (which are generally more powerful that heartless) you need to be a nobody. Which she is not. She also discovered and decided to use the Heartless without fully understanding where they come from. Essentially, she was allowed to act in Ansem's interest without knowing Ansem existed. Not knowing that there's a heart ninja inside your new protege isn't an issue of power, but of not being all-knowing. It's implied several times that she is a force to be reckoned with. We have never seen direct conflict between her, Ansem, and Xemnas. The latter two, by the way, die and don't come back... unlike Maleficent.
That may be true about Maleficent, but then...how did Saix do it?

Saix explained how he did it IN GAME. He says that the Heartless follow the side with the greater strength and the ones that could offer them more hearts. Since Meleficent was weaker then the ENITRE Organization the Heartless listened to them rather than her.
Sora only fought Lingering Sentiment, not Terra. The Sentiment is merely a discarded suit of armor containing the remnants of Terra's soul. In other words, an empty shell. The fact that Terra was able to generate the Lingering Sentiment proves that not only was his heart strong in its desire to stop Xehanort, but also his abilities are more varied if not superior to Sora.
The World was Chaos was the name of Ansem's final form. It was Ansem. Not something he merely bonded with.
It stands to reason that original beings are generally more powerful that the heartless and nobodies they produce. After all, In KH coded, Sora defeated his own heartless, and even though he never physically fought, defeated Roxas through overwhelming will which manifested as an internal battle within Sora. That, and Xemnas had to work to lure Kingdom Hearts to TWTNW. Master Xehanort simply summoned it. Ansem had power over darkness. Xemnas over nothingness. Master Xehanort proved to have power over pretty much everything. I'd like to think that would mean that Master Xehanort's whole is much stronger than the sum of his parts. That considered, he took Terra by surprise and possessed him, which is when Lingering Sentiment was born... which proceeded to kick Master Xehanort's rear, leading us to believe that even Terra is much more powerful that gameplay would let us see if his mere left over armor has that much power.
As for Maleficent's preference to manipulate... Anyone can force you to do something. The truly mighty get you to do it willingly.
Well to correct you on more than just one thing, in KH II Final Mix+ the Lingering Sentiment SPEAKS, if it was truly only a piece of armour and nothing more it could not speak. Terras heart may still be scattered to the oblivion but his "soul and mind" are still in that armour thus making that armor Terra himself. Why else would a hunk of metal have such a grudge against Xehenort?
