Chaos abilities can be calculated in three levels, each requiring longer cooldown, and lesse usage. Each person develops their own attacks. The main body of any Chaos attack is black, with secondary energy discharges being unique to each person. Alicia's are magenta.

Levels

1 : Immediate use, 5 post use.

2 : one post charge, four post use, increased damage by 1.5, +2 percentage points

3 : two post charge, 2 post use, increased damage by 2x and size, + 5 percentage points


~Chaos Flight - Alicia flows Chaos Energy through her body, giving her a temporary burst of speed. Alicia is able to move so fast as to skid across the ground effortlessly and if she needs to, across the air. Strings of shadow accompanied by occasional magenta lightning trail behind her. Increases Chaos Meter by 15.

~Chaos Storm - Chaos Energy is released into Alicia's surroundings, causing bolts of darkness to fall from the sky at random areas around Alicia. The bolts do moderate area damage, and high single-target damage. Increases C.M. by 10.

~Chaos Cutter - Alicia's hands become infused with Chaos Energy, coating her hands in a dark shadow with magenta sparks. Although retaining their normal look, her hands function and can/will act like daggers. Her hands cannot be injured in this state. (Unless you, like, cut off her hands, or use enough force to be able to destroy adamantium. Very High damages forces C-Cutter out.) Chaos Cutter increases C.M. by 5 upon activation, and 1 to retain C-Cutter each post at level 1.
Alicia is incapable of using another skill with the exception of Chaos Flight while C-Cutter is activated.
Should someone force C-Cutter to end prematurely, Chaos Energies through Alicia will be temporarily disrupted, rendering her incapable of using Chaos Abilities for 2 posts.

~Chaos Stupefy - Alicia focuses a burst of energy in her hands, before firing it in a spiral fashion. Upon contact, the orb detonates and renders the target temporarily..

1 - Dizziness for 5 posts.

2 - Incapability of properly attacking or movement for 4 posts.

3 - Complete paralysis for 2 posts.

Increases C.M. by 12.

C-Stupefy drains Alicia, and temporarily renders her incapable of using Chaos abilities higher then level 1 for 3 posts.

~Chaos Insanity - When Alicia reaches 100% on her Chaos Meter, she is forced into a state of power-driven bloodlust. In this form, Alicia loses all form of rationality and attacks any living creature around her. All self control is released, and she attacks with everything and anything in an animalistic manner. She is much faster and hits harder while in C-Insanity, and her clothes and eyes turn a shade of magenta. Should she surpass the Limiter, her whole form is pure black with the exception of her eyes, and stops using anything except for her Chaos-based skills. Alicia wears a collar that restrains herself from destroying herself through use of Chaos abilities. As casting Chaos abilities without a period to cool down drives one to a state normally referred to as "Chaos Insanity", Alicia wears the collar to halt herself if she happens to be driven too far into Chaos Insanity. When the limit is exceeded, it will charge a powerful electrical current through the person wearing it to halt Chaos Insanity, and possibly render them unconscious. Alicia's Chaos Usage is represented by a meter in percentage. Limiter starts to activate when meter reaches 100%, and can range from immediately to 3 posts. Recovering before surpassing the collar will reduce the C.M. to 20, and temporarily weaken Alicia. If she is electrocuted, C.M. drops to 50. Each post without usage of Chaos will reduce C.M. by 3.

Final Chaos: An ability that is nigh-unexistent in nature. Should a Chaos user activate Chaos Insanity but retain their mental faculties, they can utilize it’s strength to the fullest. People able to do this are few and far between, and they still suffer the other drawbacks of Chaos Insanity. Exceeding the collar will immediately shatter any semblance of control. People able to do this suffer half the mental degradation while using normal Chaos attacks. Final Chaos is like a very hard to activate Limit Break. Alicia can gain the powerup from Chaos Insanity, but because she retains her mental faculties, she can use it to much better effect. She cannot actually do this yet, which is why I do not mention any of the specifics that happen to her. But when she finally learns how to control Chaos Insanity, which probably isn't going to happen for a very long time, the ability will only last three posts max. It is simply Chaos Insanity, without the insane part.

Weapon: Breaker

A thin normal blade with which she sometimes uses. There is a ruby embedded in the hilt, with which Alicia can flow energy into to use in an emergency.

Appearance: Alicia has a slim build, which is accentuated by a tight black corset-like shirt she wears under a green jacket that is buttoned once in the middle. Multiple pockets are around her jacket and one on her jeans, more then enough space to place objects. A small part of her abdomen and some of her chest is exposed. She wears a small green cap, covering the top of her hair. The back of her hair still sticks out however. Her jeans are green as well, and sneakers, giving her a rather tomboyish look. She looks youthful and considerably younger then she really is, a minor side effect of Chaotics. As most Chaotics, Alicia has a limiter collar around her neck.


Personality: Alicia has two sides to her - to strangers and enemies, she has a calm, collected personality. An enigma to people she isn't properly acquainted with, they will only see a sarcastic, sadistic lady. She is persistent, and when she wants to do something, by hook or crook, she'll have it done. She is not foolish however, and knows how to beat a hasty retreat. In battle, she aims to kill and finish her targets off. She is wise in fighting, and fights only when she knows she won't get backed into a corner. Seldom does anything fazes her, but when she is angered, she will hunt you down. When alone, she had the tendeny to mutter to herself. She is considerably less cruel to allies, but still keeps herself distanced in personality. To very little people does she truly likes, she is much more pleasant to be around, but still sarcastic - albeit less so. She never forgets people she likes or hate, and detest backstabbers, having been betrayed once.

Original World: Harmony City

Harmony City is a model city, one which the rest of the world was supposed to look in envy of the perfect lives of its citizens. Instead, the city finds itself under siege every day. Criminals run rampant, overwhelming the security forces ability to contain them. The decent people living the crime infested parts of the city live in fear. But for those living in the city center, the original perfection can still be found. The Clan of Harmony protects it from the outside world with their wondrous control of light. But even here, the corruption has spread. Just as the city outside and inside contrast greatly, so do the powers of those born in the light zone.
Established in 1932, the city was meant to be a haven from the world beyond, where peace reigned supreme. It was opened to citizens in three years, and many people flooded the city. A great wall was built to ring the city, and protect it from outside influence. And it worked for decades, until people with odd abilities began turning up. Simple things, like increasing the amount of light in a room, helping small plants grow faster, that sort of thing. The city authorities recognized the powered population, and instead of mistreating them, they set up the Powered Registration act, declaring that all people at or beyond the age of 13 be tested for powers, and given the opportunity to strengthen those powers for the good of the city. The people liked this idea, and for weeks, the testing went on, as the whole population showed up eagerly to see if they had powers.

However, as the testing continued, a disturbing trend was noticed. A few people were noted to have powers that resided in the opposite spectrum from the normal powered. These people were instructed to come back for further testing, and it was revealed that their powers were not constructive, like the rest. The were wholly and purely destructive. And those powers were very strong indeed, though without the testing, the powers might never have developed. These powers, the opposite of those that would help Harmony City, where an object of concern for the city leaders. They couldn’t have people with destructive powers using them. And since these powers could not bring Harmony, but instead Chaos, the use of those powers were banned. And so began the low level rebellion by Chaos users against the authorities.

They began training in secret, and soon, finding themselves ostracized by the “decent people,” began committing crimes to survive. The security forces were ill equipped to deal with Chaos, and Harmonious powers could not hope to challenge the powers of Chaos. So, the City leaders passed an amendment to the Powered Registration Act. All peoples found to have Chaos powers shall not be discriminated against, but shall wear Chaos Limitation Collars for the protection of their fellow citizens. The majority of Chaos users submitted to this law, because they were basically good people. But the strongest of the Chaotic refused to obey, as the power had already corrupted their minds. Soon, any person found to exhibit Chaos abilities was fitted with a limiter collar.

A successful lawsuit, however, changed this practice, making it illegal unless a Chaotic has already used their powers to harm another. Support programs were set up by well meaning but misguided people, to help new Chaotic “deal” with having Chaos. This only instigated more rebellion, as user after user was sentenced to these rehab programs. The Chaotics, sick of their treatment at the hands of the city’s officials, declared open war, and began taking over portions of the city. The Clan of Harmony, established to defend against the Chaotics, withdrew into the city center, and began building light gates that would turn away any Chaos user. So, with the city now divided in two life took a turn for the worse for those not in the protected city center. Crime became more common, and the criminals built empires, carving out turf, and fighting over the borders, with the Chaotics ruling over it all in the shadows.

Current World: Traverse Town


History: Alicia was born into a wealthy family. As the only child of Alice and William Daniella, Alicia was given meticulous attention, and was the sole and only point of attention and affection. She never lacked anything - she had everything she ever needed and wanted. Innocence and obliviousness reigned, but Alicia knew of Light and Chaos - who didn't? She went for the examination at 13...but was kept from her however was that she was one of the few that wielded the power of Chaos. All authority figures in her life were informed of this, and Alicia's life swerved from near perfect to a jumble of catastrophes.

Ever since that day, not one day had passed without Alicia getting blamed for the most minor of incidents to nigh-ridiculous ones. Her once ever-loving parents became frosty and distant. Her friends were advices to stay away from Alicia, much to her chagrin. Lonesome and constantly bullied, her bemusion lead to a major incident at school, where she was cornered by a teacher for "losing her test papers." The teacher attempted to strangle Alicia, and Alicia fainted. Or so she thought. The teacher was warded in the emergency section for over a month to recover.

From the talk of authorities, Alicia and her family were launched into the talk of the entire town. The Alicia, the daughter of the William Daniella, a Chaotic. Alicia was taken down to a station, where she was forced to wear a collar - degrading it seemed, but necessary to prevent the imminent death of overusage of Chaos Powers. Alicia was accused of attempted murder. To her surprise, her parents took her out of custody, managing to convince authorities. Her joy was short-lived when she realized two things - her parents rescued her not out of love, but merely so the Daniella name would still be able to be somewhat preserved.

Secondly - she was a Chaotic. Ostracization was all she found everywhere - now almost everyone knew about her. Her parents, if possible, were even colder to Alicia now. Unappreciated, unwanted, she was turned away almost everywhere, the only place she went besides her home was her school. She had enough. She wrote a letter dropping herself out of school, took her clothes and some munny, then left the barricaded insides of Harmony City, at the young age of 15. A cruel world outside, and not once was Alicia driven to end it all.

It was a harsh world outside the protected barrier that was the inner Harmony City, and a sweet innocent girl like Alicia wouldn't last very long. Her personality soon adapted to her situation, and she resolved to rid herself of most tying herself to her past - discarding her surname and clothes (obtaining new ones, obviously >.>), she spent the period of a year mostly wandering and sparking her powers without any real effort. She sealed her fate on her second year - she tried time and time again to harness her powers. Soon enough she learned non-stop usage of her powers rendered her into a considerably unstable condition, and sooner or later, would black out, sometimes injuring people in the process. It was however too risky to go on without a method of defending herself without using her powers, and she pinched a thin blade from an antique store.

Nothing lasted without drawing the attention of the Heartless - soon enough, creatures of the black assaulted Harmony City, penetrating defences with ease. When it reached her, she was promptly devoured by black - a short burst of Chaos protected her from harm, and she was instead spat out into Traverse Town. Now she walks and sees what she can do...

I love how you have five open WD tabs in that screenshot.

Anyway, all looks good apart from the powers. You need to add IC drawbacks/limitations to Chaos Cutter and Chaos Stupefy (i.e, not just post limits) and then she should be good to go. And like I warned the last Chaos wielder, careful about powerplaying. ;]
