In a cataclysm known as the Nightfall, the worlds were almost completely destroyed by a harrowing surge of darkness.
In the shadows of the ensuing chaos a new group has taken shape. Led by an Aegyl named Kalos, the 11th Hour touts an esoteric knowledge of how to combat the darkness and restore the worlds. They might be the worlds’ best chance at survival; but nobody really knows enough about them to confirm or deny their claims.
On the brink of collapse, the universe holds its breath in anticipation. Of restoration? Of destruction? It is up to individuals like yourself to decide.

Powers/Abilities/Techniques/Skills: Psionic Blast - Dalton uses his psychic energies to release a wave of psychokinetic power that strikes whatever lies within its path. This attack extends ten meters in lengthy. This power may be used repeated in succession (thereby making the individual power of each attack smaller) or all the strength could be used in one blow. Either way, the average amount of energy will remain the same.
Psychokinesis - Dalton can move objects that have equal mass as that of himself as long as they are within ten meters of his person in any direction. It should be noted that Dalton cannot use this power to achieve flight.
Telepathy - Dalton is able to read the emotions of those around him, again, within ten meters in range. He cannot implant emotions or thoughts within a person and does not work on nobodies. However, with heartless, he more often than not senses only the darkness of the heart itself.
Psionic Gateway - Using the power of his mind, Dalton is able to create a wrinkle in the fabric of the world and teleport through it. This ability can has a maximum range of one kilometer.
Weapon/Items: Amahn, The Void Staff - Amahn is a work of art created by Servatia's foremost expert on transportation magic, Professor Farallda. Using archaic sorcery and modern science, Amahn enhances Dalton's psychic power to alter the fabric of reality to the point that he can cross between worlds. However, Amahn is only able to work once a month and requires a week's worth a preparation in order for it to function correctly. Though it is a psychic amplifier, Amahn is only able to affect Dalton's Psionic Gateway power. After using the staff, Dalton requires nearly a full day's rest in order to recover.

Appearance: Dalton has tanned skin, purple eyes, and silver hair that is midway to his shoulders. He is meticulous about his appearance and so is clean shaven and well-dressed. As a test subject for the J'Coih, Dalton was expected to remain in a decent physical shape but went past that expectation significantly. His clothes are simple, but he most often wears his J'Coih issue jacket. The J'Coih had a militaristic regimen and so Dalton kept that attitude in that he is respectful of those in authority and has a developed honor and loyalty system. Amahn is an average length staff with some parts being mechanical in nature while others are magical.
Personality: Dalton's main motivation is to find a way of restoring his home world from the darkness. He holds fond memories of time with the J'Coih but in actuality, these memories are falsified in that he was brainwashed into serving them. As such he is quite loyal to his former masters which explains his urge to rebuild his fallen society. In stressful situations, Dalton's militaristic training takes over and his reactions are similar instinct. He has little except of failing his cause or being faced with disloyalty or dishonor. He does whatever it takes to accomplish goals. In his eyes, the ends justify the means. Though he may seem mild mannered on the outside , Dalton will not hesitate to neutralize anyone if he thinks that they will distract him from his goal. He is naive in that he is unable to see the obvious moral corruptness of the J'Coih.
Original World: Servatia Current World: Twilight Town
History: Andreas Dalton was born 16 years before the events of Birth By Sleep into the world of Servatia. Servatia was a modern society which had almost completely forgotten about its magical roots. The ruling organization of Servatia, the J'Coih, ran experiments delving into psychic and magical mysteries. One project, led by Professor Farallda, was bent on discovering a means of transporting entire armies across the world using a combination of science and sorcery. In order to do this, the group recruited young children with psychic traits and began experimenting on them.
One of these children was named Andreas Dalton. Dalton, along with a handful over other subjects, had exceptional psychic talent and were moved on to the second phase of the research project. While simultaneously working with the test subjects, Professor Farallda used ancient magical texts and modern scientific methods to develop a device to speed up the project: A Void Staff code named Amahn. Amahn was first fine tuned before being put into use. As its debut, Dalton was selected as its first user. With guidance and preparation from the rest of the group, Dalton activated Amahn.
Dalton was then transported to a different world known as Caldarra. In contrast to Servatia, Caldarra was a medieval society with far more magic to science. Dalton's power was viewed as simply another type of magic and was not looked with suspicion. For years, Dalton had to adjust to his new life in Caldarra all the while he was searching for a way to return to Servatia. After years of trial and error, he was able to recreate the ritual to use the Void Staff. He returned to the place where he entered Caldarra and focused his mind on his home world. His attempts were successful.
He was transported back to Servatia, but it was not as he left it. The world was desolate and decaying. Buildings were either destroyed completely or falling apart and all the people were gone. The only 'living' things in the world were creatures of darkness, the heartless. It seems that the J'Coih continued with their experiments in transportation and eventually opened a corridor to darkness which allowed the heartless to enter Servatia. In an attempt to flee from his guilt and remorse, Dalton used Ahman again and was thrust into the world of Twilight Town.
Role Playing Sample: This time it was different.
He did not blackout but did have a severe migraine and a mild case of nausea. His head was swimming. Transferring from different locations, let alone different worlds, tends to do that to a person. The first sense that he regained control over was his smell. He smelled smoke, along with another odd scent. After a moment, he realized that it was the smell of decay. His eyes became functional again and he surveyed his surroundings. Dalton stood in the ruins of a building in what he could barely recognize was the capital city of Servatia.
Horror struck, Dalton attempted to locate anyone alive within the ruins of the city. Everything was covered with a thin layer of ash and he could see pillars of smoke scattered about the cityscape. His walking turned into running as he looked for anyone left alive. Clutching the Void Staff, Dalton's speed started to pick up as he crossed from ruins to ruins. Entire spires were shattered; their tall frames that once towered above the rest of the city's structures was now barely a stub. Throughout his years in Caldarra, he dreamed of returning home to all that he loved. Now that he was back, he realized that he had lost his home a second time. The only thing that drove him until now was returning to his home and fulfilling his duty to his superiors and his country.
Dalton stopped running and fell to his knees; there was no point. Everyone, this entire world, was dead except for him. He thought about simply staying there and waiting for his own death, but his own honor and pride prevented him from giving in. Suddenly, he heard a noise coming from around him. Looking up, he saw beings of darkness were coalescing in formation around him. Dalton had never seen creatures like these and was obviously worried. The beings of shadow started to march towards Dalton.
Instinctively, his mind started to focus on his psychic abilities and as he did, the monsters launched at him. Dalton let out a psionic blast which knocked back several of the beasts. Instead of dying, the things just dissolved into shadow. Luckily, after his first salvo, the beings stood back from him and began to retreat. Whatever those monsters were, he had to leave his world. Perhaps, he thought, I'll be able to come back some day...

I started an evaluation yesterday, but man I was so sleepy...that it was just...WARG!

Powers: Psionic Blast - How many times can he conduct it before it wears on him? Even though he's near his 30's, I would still propose limitations, since he still can't lift things telepathy superior of his weight. How long will it take (post wise) for mental stability and focus to do it again?
Telekinesis - How many posts can he keep objects afloat before it wears off on him? How long does it takes him to recover from feebleness.
Telepathy - I'd omit sense a heartless darkness, since that's out of the range of emotions. If that's so he would be able to sense light and darkness in everyone. Sure it comes with a mentality, but reading one's mind isn't quite like reading their hearts.
Position: How is your character lawfully evil? Thus far I haven't read much evil about him; you may have implied opportunity towards being warped minded, but it isn't neatly laid out anywhere...not even your history.
Thus far from your character I get: + He wants to restore his world. + Somehow he had military training. When? Where? What was it like? Things like this should be elaborated in his history. + He have twisted morals distilled in him by J'Coih. What twisted morals? (which should be in his personality) How? Why? Actually you hardly elaborate his life, while under the supervision and experimentation under the J'Coih. + Why were they experimenting to transport people across the world? Why can't they just...take a train, and why armies? Is there a war going on? (This is just to develop and detail the world and lifestyle your character lives, because it's TOO vague that I don't grasp him at all.)
History:
+What is the J'Coih? How do they rule, and what precisely do they enforce? You built a detail that they are twisted people. Elaborate how and why?
+ How did they even recover their magical roots to engage in these projects, or were aware they had magical orientations? Everything just conveniently seems to jump from one thing to another. They lost their magical roots...and now they are applying it to science for warfare usage. Take it slow...if anything have them stay in their stage of 'figuring out magic' and using people with higher mysticism as their lab rats.
+How did they learn of these telepathy traits? Is telepathy the only form of mysticism in this world?
+Where was Andreas before he was taken? What was his family like? Better yet how was the 'recruiting' conducted? Did they just kidnapped/arrest people 'lawfully'? You mentioned military training so did they simply hand-picked and draft people to their science and military quarters? How old was Andreas when this happened?
In short you need to re-work your history...a lot. I'll start with this for now and help you develop it more.
